‘Dangerous, Misguided’ Pennsylvania Bill Would Stop License Access For Undocumented Immigrants

A new bill is set to be introduced by a Representative in Harrisburg, Pennsylvania, which aims to prevent undocumented immigrants from obtaining a driver’s license.

The bill, introduced by Rep. Donna Scheuren (R – Montgomery), aims to prohibit undocumented immigrants in Pennsylvania from obtaining a driver’s license. According to Scheuren, the proposal is a response to what she perceives as a “dangerous and misguided movement” advocating for granting licenses to immigrants. She believes it is essential to prevent the Commonwealth from ever implementing such policies.

According to Scheuren, the issuance of driver’s licenses to undocumented immigrants by over a dozen states in recent years undermines federal immigration laws and encourages illegal migration.

“These state laws create extreme policy inconsistencies that hinder the enforcement of immigration laws and coordination between federal and state officials,” the legislation reads. “On February 12, 2025, United States Attorney General Pam Bondi announced that the Department of Justice was suing New York for issuing driver’s licenses to illegal immigrants and hindering the enforcement of federal immigration laws by preventing immigration officials from accessing the vehicle records of illegal immigrants.”

In Pennsylvania, it is currently not possible for undocumented immigrants to obtain a driver’s license. This is because the state requires proof of legal residency in order to obtain a license, and since most undocumented immigrants do not have a Social Security number, they are unable to meet this requirement.
