A homicide investigation is underway in Southeast DC following a fatal shooting that occurred Saturday morning.

Officers from the Seventh District responded to an apartment on the 1300 block of Congress Street Southeast at 9:27 a.m. in response to reports of a shooting, according to a Metropolitan Police Department (MPD) report.

When police arrived, they discovered Raymont Owens, a 21-year-old Southeast, DC resident, with several gunshot wounds.

DC Fire and EMS arrived at the scene swiftly, but after finding no signs of life, they pronounced Owens dead.

MPD continues to investigate the circumstances surrounding Owens’ untimely death.

In their ongoing endeavor to catch the individual or individuals involved, MPD is offering a reward of up to $25,000 for information leading to an arrest and conviction in connection with the horrific incident.

The agency is requesting anyone with information about this event to come forward and help with the investigation.

We urgently encourage witnesses and individuals with relevant information to call the police at (202) 727-9099. Tips can also be submitted anonymously via text to the department’s TEXT TIP LINE at 50411.
