Texas Attorney General Ken Paxton has announced the indictments and arrests of six people, including several public officials, on charges related to a vote harvesting scheme in Frio County.
“The people of Texas deserve fair and honest elections, not backroom deals and political insiders rigging the system. Elected officials who think they can cheat to stay in power will be held accountable. No one is above the law,” stated Attorney General Paxton. “My office will continue to work with Frio County District Attorney Audrey Louis to protect the integrity of our elections.”
Attorney General Paxton’s Criminal Investigation Division launched the investigation in August 2024, with the execution of various search warrants in Frio, Atascosa, and Bexar counties in response to credible allegations of vote harvesting.
On May 1, 2025, Frio County District Attorney Audrey Louis and the Election Integrity Unit of the Attorney General’s Office submitted the case of felony vote harvesting to a Frio County grand jury. The grand jury returned an indictment for the following individuals:
- Rochelle Lozano-Camacho: Frio County Judge, indicted on 3 counts of Vote Harvesting.
- Carlos Segura: Former Frio County Elections Administrator, indicted on 1 count of Tampering with or Fabricating Physical Evidence.
- Ramiro Trevino: Pearsall City Council member, indicted on 1 count of Vote Harvesting.
- Racheal Garza: Pearsall City Council member, indicted on 1 count of Vote Harvesting.
- Adriann Ramirez: Pearsall ISD Trustee, indicted on 3 counts of Vote Harvesting.
- Rosa Rodriguez: Alleged Frio County Vote Harvester, indicted on 2 counts of Vote Harvesting.
All suspects were apprehended on May 2, 2025, with the exception of Rochelle Camacho, who will be processed at a later time.
Attorney General Paxton’s Election Integrity Unit, in partnership with the Frio County District Attorney, is continuing to investigate the case.
