The proposed legislation is expected to make a significant impact on animal welfare by deterring potential offenders from committing such crimes.
Rep. Dave Joyce (R – Ohio’s 14th District) expressed his deep affection for dogs as a long-time dog owner. To him, his furry companions are not just pets but cherished members of the family.
Four federal lawmakers, including Congressman Joyce, have presented the Animal Cruelty Enforcement (ACE) Act.
The creation of the Animal Cruelty Crimes Section at the Department of Justice would be mandated under the proposed legislation. This specialized unit would be responsible for investigating, enforcing, and prosecuting felony animal cruelty crimes, thereby providing an essential mechanism for holding offenders accountable.
Joyce emphasized that these incidents are greatly underestimated and often not thoroughly investigated.
According to Jason Cooke from the Healthy Hearts and Paws Project, the proposed legislation is a positive step forward.
“He said that the federal government has the most resources to combat animal cruelty, and the country needs all the help it can get in this regard.”
According to Cooke, implementing the legislation would prove to be immensely advantageous for animals, particularly in regions where investigative resources are limited.
According to him, instances of animal cruelty and neglect are prevalent everywhere, and unfortunately, there are insufficient resources to investigate all of them consistently.
Joyce emphasized that those who engage in animal abuse have a higher likelihood of committing crimes compared to those who do not. She suggested that by holding accountable those who commit animal cruelty, it may help prevent future violence against humans. “Charging these individuals with crimes can have a positive impact on preventing violence,” Joyce stated.
The House Judiciary Committee has been tasked with reviewing the legislation.
