Illegal Handicap Parking Complaint Led To Four Apprehended In Central Florida

An illegal handicap parking complaint led to four being arrested in Central Florida, three of whom were wanted, and all four are in the United States illegally.

This month, a Polk County deputy was requested at the UPS Store on Ambersweet Way in Davenport in response to an RV parked in a handicap parking space.

Deputies made contact with the RV’s driver, 45-year-old Liliana Tinichigiu, a Romanian national who identified herself as having a New York license. Liliana was revealed to have an outstanding Virginia warrant for theft of more than $1,000 (2 counts), conspiracy to commit theft, and possession of stolen property with intent to sell.

Liliana attempted to defy the deputy’s efforts to take her into custody for the warrant but was unsuccessful. The deputy also accused Liliana of resisting.

During this time, Liliana’s 29-year-old daughter, Samariteanca Tinichigiu, an Irish national, exited the RV and disrupted the deputies’ investigation of her mother, despite being instructed not to. After violating the state’s HALO Law, the deputies detained Samariteanca, who attempted but failed to resist the deputy’s actions. Investigators determined that Virginia wanted Samariteanca for the same accusations. The warrant led to her detention on charges of interfering with a first responder and resisting.

Two males exited a barbershop while the deputies were securing the women. One of the males was 19-year-old Elisey Rostas Tinichigiu, an Irish citizen. Elisey started interfering with the deputies and received a warning not to do so. The deputies asked Elisey to identify himself due to his persistent attempts to intervene, but he refused. Eventually, deputies identified him, and he was charged with interfering with a first responder and resisting.

The other man to leave the barbershop was Viorel Otu Tanase, a 31-year-old British national. Rather than interfering with the deputies, Viorel attempted to help by removing the 3-year-old child from Liliana when she was arrested. To do so, deputies ordered him to display his identity, which revealed that he, too, had a warrant. He was arrested on a warrant out of Georgia for felony theft.

A family member came to pick up the children, and the Florida Department of Children and Families was notified. Local law enforcement reported that ICE was also alerted of their position in the United States.
