Man And Woman Detained On Multiple Felony Charges Following Contraband Smuggling Operation Uncovered At Northeast Oklahoma Community Corrections Center

An investigation by the Oklahoma Department of Corrections’ Office of the Inspector General (OIG) resulted in multiple criminal charges against two people accused of bringing contraband into the Northeast Oklahoma Community Corrections Center.

The investigation began after the facility’s warden reported a possible contraband operation involving inmate Kenneth Dean. Authorities later seized a backpack containing illegal substances, tobacco, booze, and smartphones. Amanda Carter was found to be the person who supplied Dean with the contraband after further inquiry.

Carter confirmed her role in the scheme while being questioned by OIG agents. On January 6, 2025, a probable cause affidavit was submitted with the Craig County District Attorney’s Office, which resulted in many felony warrants for her arrest.

On March 12, 2025, OIG agents and the Lincoln County Sheriff’s Department apprehended Carter at her home. She has been accused of facilitating a prisoner’s escape, conspiracy, introducing contraband into a penitentiary institution, and improper use of a communication facility.

Kenneth Dean, an inmate, is also charged with conspiracy, improper use of a communication facility, and possession of contraband.

The Oklahoma Department of Corrections has emphasized its commitment to maintaining strong security measures to prevent contraband smuggling and holding those responsible accountable.
